Refunding from a seller

Everyone, is it true that the seller cannot refund our money because of the dispute being open at PayPal? The seller ask me to close the dispute so that he can refund my money back. Should I close the dispute to get the money? Thanks in advance for your kindness in responding.

Of course its not true, otherwise the dispute system would be a waste of time.

 

You can only open x1 dispute per transaction so if you had to close it to get a refund and then the seller did not refund, you would not be able to open another one.

 

Your seller is perfectly able to refund whilst the dispute is ongoing, that is the whole point, the dispute closes automatically AFTER the seller refunds.

 

If she is refusing to do so then escalate the dispute to a CLAIM and leave it to paypal to sort.
