Receiving money on paypal - Can he refund?

Hello out there.
I am selling cards to a stranger. The deal we made is: He pays, when I receive money I send the package. Now the problem is, my paypal account is new, this is my first transaction and therefore I can't receive the money before in 21 days. Does this mean that Paypal have my money and he won't be able to charge the money back? I do not want to send the package if he just cancels the transaction. Also, is there a way I can receive the money now, if the stranger trusts me and says the deal has been completed without problems?

It depends on various details which were not provided. Even after a sales and after the buyer receives the item the buyer can still dispute the sale and get money back.

How did you sell the item?
How ddi you arrange payment?
How did the buyer pay?
What does your PayPal transcation show? Is it OK to ship?

The deal is he send the money, I send the package to the given address.
We have been arranging this on both Reddit and Skype.
Not sure about how he sent them. It seems like there is a sort of protection for the money, as I have to put in details about the shipping whether is has been done etc.

Protection depends on how the money was sent. What are the details of the transcation on your PayPal account.
Here's what should have happened.
You, the seller, prepares a PayPal invoice with ALL the item and sale details. You send the PayPal invoice the buyer's email.
The buyer pays the PayPal invoice from a link on the email.
The payment wil show on your PayPal activity list. Details will indicate whether it's OK to ship.
If you don't have an invoice and item details directly associated with the transaction, it will be difficult to defend yourself if the buyer later claims it isn't the correct item.
