Problem withdraw paypal

Hello , I made a new account because my old paypal account was limited and i removed my card .

I added the old card to this new account and I tried to withdraw from paypal some money on my card . But site shows me a error like this : 

"Sorry, you can’t withdraw this amount."

What's wrong ?

In the U. S. you cannot withdraw money to a card; you can withdraw to a bank account or by check.

I am not from U.S . I am from Romania and I can't withdraw to my card . 

Before to made this new account . my card worked on my old account

It could be you are using the same credit card which is linked to your closed PAYPAL account.

Why is your old account limited?

i made 2,500+ euro and i need to provide real identity . but if this is the problem i will provide on the old account the proofs
