Paypal is keeping my money away from me and won't let me withdraw

I have $1.38 Canadian Dollars in my Paypal. My account has gotten limited, it has passed 180 days, and I got the e-mail to be eligible to withdraw. I went to withdraw, and it told me "We're sorry, you can’t withdraw this amount. It’s below the minimum."

 

What nonsense is this? Is this legal? They're keeping my money, and I want it back. Yes I do want my $1.38, I'm not leaving it with Paypal, since I have no like of it anymore.

Minimum withdrawal is 15 CAD.

 

If you don't have that amount and your account has been limited then you are stuck.

 

Best not to have got your account limited in the first place.

I will attempt to sue Paypal. They are keeping my money and stealing it. My account anyways was limited for no reason.

This is why I hate paypal.

if you account is set up in a non Canadian currency,Paypal will need to convert your Canadian $1.38 into your local currency,the fee is 2 1/2 % plus bank rate.

$1.38 may just be too low a figure to be bothered.
