Hi,
First of all, I am not from US, My Account is not US account, I am from Algeria
My Account is linked to a Visa Card only, this means there is no bank account linked to my PayPal account.

I keep getting this error when I try to withdraw some of my PayPal balance to my Visa Card.
Could anyone help me please ?

You can't transfer to a card in the US, only to a linked bank account.

Well if post on the US forum and do not say that you are in another country OR what country that is then you are going to get advice applicable to the US aren't you.
I have heard of Algeria but not in your original post !!!!!

Check the card's withdrawl limit as it may be different from PayPal's. Call the number on back of your card. Or you will need to contact PayPal as we do not have access to your account via forums to troubleshoot from the technical back end side. It's like that with all of the forums. We are PayPal users just like you and would need to contact PayPal customer service if there is an issue with our accounts. You can email them, they will respond with general instructions but respond to that email with your specific issue and an agent will give you a customized response.
