Today, I received a Notification of Payment Return for an auction transaction in February, saying "The funds have been returned to your account. The payment was returned for the following reason (seller's email id) did not sign up for a Paypal account or did not complete the registration process. It then instructs me to go into my account and check "Cancel" and contact (seller's email id). I have dealt with this seller several times. The first time, there was a problem with an incorrect email id which was eventually fixed. The second time, there was no problem. Now, the old problem has re-ocurred. I have emailed the seller and am waiting for a reply. I feel that the error is Paypal's since the seller has told me that she has been having problems with Paypal.
By the way, the seller told me she had received the payment. She told me not to worry and sent me the item. When I received it, I gave her favorable feedback. Now I have a balance showing in my account. I need this problem cleared up because I have two more auctions to pay for and when I try, Paypal keeps trying to deduct a payment from the balance in the account. What can I do to speed things up?
