Is it not allowed to any buy filehosting service via PayPal?

Hello, is it actually not allowed to buy any filehosting service (premium account) via PayPal? If yes then could somebody tell me what is the reason please? I tried to buy Depfile.com premium code from a "Depfile authorized reseller", well they accepted PayPal and sent me invoice but surprisingly they wrote/insisted the invoice/payment had to be marked for "web design purchase", otherwise they would refund the payment and cancel my order. They said PayPal didnt like payment for any filehosting purchase. Being confused, finally i was "forced" myself (for my protection) to switch the payment method and buy with my credit card directly instead (processed by another secure payment gateway). Everything was fine and i got the legit activation code, a happy purchase. However im just curious why couldnt just use PayPal thanks.

Yes, for chargebacks and disputes, I suppose.  Or these filehosts host material that may contain copyright infringing stuff.  PayPal is not going to single out any particular goods or services other than the obvious but if it just so happens that its applicable then they have a right to not be ok with it because it's their site:

Thank you for replying, but what do you mean by "high risk"? Too easy to file a dispute/chargeback scam since they are intangible goods? (vast majority of buyers are honest though, including myself i think :-). Or illegal according to PayPal TOS/law? I cant find it anywhere though.

Prohibited Activities

You may not use the PayPal service for activities that:

2. relate to transactions involving... (e) stolen goods including digital and virtual goods...(f) (i) certain sexually oriented materials or services

 

are "indirectly related" to filehosting services. I know any direct transactions of pirated copyrighted materials and porn stuffs lol 😄 etc are prohibited by PayPal (still can buy porn with credit card payment instead though 😄 ) but i'm surprised they also blocking filehosting purchases. Yeah whatever i can understand that, as you said it's their site and they have their own rules i must follow to continue using their service...

Syntax matters.

2. relate to transactions involving... (e) stolen goods including digital and virtual goods...(f) (i) certain sexually oriented materials or services

 

transactions relating to "stolen goods..."  This does not apply to hosting services UNLESS those virtual services were related to stolen goods.

People often use filehosting services to share some pirated softwares, ebooks and porn movies (stolen copyrighted materials) for free, maybe that's why?
