'Internal Server Error' when I try to withdraw from my account to my card

I wanted to withdraw for the first time from pay pal to my visa card, and it showed internal service error. I tried multiple times since then and it still gives me the same notification. I have tried every tip from logging in incognito, different browsers, trying the old version of the site but nothing, nothing seems to work for me.

As a customer, I tried to reach customer service twice by now and I was promised to receive an answer within 24 hours. Both times I received a ROBOT message with some tips that didn't have any useful information and replied to those emails as they proposed. No answer from customer service still. 

I am a student that barely had food trying to study and being a freelancer at the same time, to get me through college. I am kind of in a rush with this whole thing of getting my money as soon as possible.

You can't withdraw to a card in the U.S.

You can only withdraw to a bank account linked and verified to your paypal account.

Well as you are posting on the U.S forum it would be helpful if you want ACCURATE advice to actually state what country you ARE in when you start a thread.

Sorry, I am from Slovenia with a credit card from my country of residence. But I do not understand how 'internal server error' is related to country of residence.

I have the same problem, I contacted help service by telephone yesterday and said it is a intermitent problem between Paypal and Visa platforms, I have to wait but today the issue is still giving me problem...
