How to withdraw funds to MasterCard outside of US?? What's going on??

Am I missing something? 

New layout is telling me I need to add US banck account after I click on "withdraw funds". Did paypal just become US only? Alright, no worries, I'am getting used to that paypal needs some "hacking" from time to time. I googled and found alternative link (no way to get to it from the new layout):

However there is a big problem. It only let's me select "VISA", but I physically couldn't care any less about VISA at this particular moment. I have MC.  

Did paypal just ban all the withdrawals to anything other than VISA cards for everyone who lives outside of US or what's the deal? 

Several months ago all was fine and funds were being withdrawn automatically to my linked mastercard account, well guess what, not anymore.

It would help if you said what country you are in !!!

As for adding a US bank account this is because paypal is a US registered company so their users if they are staying or working in another country can add their bank account to any other countries paypal account. Whereas users from other countries cannot.

Also paypal has stopped offering the mastercard option in a lot of countries and you can only use a VISA.

Oh, sorry I didn't mention this before, I'am from Lithuania. 

There were no problems with paypal and mastercard several months ago and I wasn't informed about any changes on paypal's side whatsoever. 

And I kinda doubt that's country specific, cause this page https://www.paypal.com/lt/cgi-bin/webscr?cmd=_withdraw-funds-cc 

correct me if I'am wrong but I believe it doesn't let choose mastercard for anyone.

Paypal varies a lot country to country and users in a lot of Eastern European countries can't withdraw to a mastercard.

eg >>> I know its Latvia but its the nearest i could find that explains it .

LaizaVenica is right. In the UK only a bank account can be used for withdrawal. If you are based in Latvia though you would use a local Visa card for withdrawing money. I am afraid that it cannot be done with a MasterCard but any local Visa debit, credit or prepaid card can be used.

I'am pretty sure in Latvia that's different, at the time it was posted, there were no problems with withdrawing funds to mastercard and I've done this countless of times in the past. 

If something was to change in this department, it would be reasonable for me to expect to be informed about this, don't you think? 

Anyway, with firthermore "hacking" (switching to old layout and looking for more options), I've found another link which I'am attempting to add international bank account with now.

Just got the email from them stating that my bank account has been added (but needs to be verified with the 2 small payments they'll send me). Will see how it goes.

You can't withdraw to a bank account in your country, see the link.

Click on the link below and select the country you want from the drop down list for options available in that country.

Apparently I can. Just like I did it before.  

But I now need to wait a couple of days for their test payments to take place in order for me to be able to verify my account. This really sucks as I was not aware I would need to do these steps all over again after the new layout change and it's now causing me headaches as I'am unable to withdraw the funds I need fast enough...
