I'm currently trying to make a purchase for $99.97 using my paypal funds and I currently have $171.55 on my paypal account. I don't have a bank account or debit/credit card. How do I use my paypal funds without a bank or card linked?

You could try a credit card, but it wouldn't use your PayPal funds. You'll need to complete the setup of your PayPal account if you want to use funds to make purchases--bank account, credit card account.
