Full refund issued, minus 47 cents

I had an e-bay customer that wanted to return the item and have their money refunded. I refunded their full payment amount plus shipping of $16.50. After I issued the refund I saw that they are only getting like $15.97. Apparently a fee was taken out. I know it's not much difference but shouldn't they get all of it back when it's refunded? Did I do something wrong or is this just the way it works?

Hello there!

 

If you switch your History over to All Activity (with balance) and view the related lines for this refund, the missing amount is what was added in by PayPal when we waived the variable portion of your fee.  If you issued a full refund, they received a full refund - we just paid for part of it Smiley Happy
