Friend can't send me $20, support was useless!

My friend in Norway is trying to send me $20 some American stuff. But when it he tries to send it he gets the message "The person you're sending money to can't accept payments right now." I called support and she said there are no issues on my end. So anyone have a clue what is going on and how I could fix this?

What option are they using to send it?

Are they sending in dollars or their currency?

Dollars and they used friends and family.

believe this is the same error I am trying to solve.. 

Paypal USA account not able to process international inbound payment. 

We have tried via ebay, tried via my UK visa card, tried via 'send money' every time its refused as "this person can not accept international payments" and they cannot find where to change that. The ebay auction even specifies international shipping, this is a paypal issue not an ebay one. 

Never had this problem before in 15 years of ebay / paypal use..
