Card won't add, and charged twice, help!

I've recently tried to add my American Express card to my PayPal and it kept denying it saying my billing address wasnt correct. Later on, I found that PayPal charged me 2 payments of a dollar each. The statement was as follows: PAL INC MARK - Purchase with AVS. Atfirst I thought it was the usual 1 dollar to confirm my card, but you charged me TWICE, and my card was never added. How do I get my card added and my money back?

Any time credit or debit card information is entered, altered, edited, or changed in PayPal, that information has to be verified with the card issuer in order for the change to take place. The credit card industry has a pre-approved method for merchants to verify this information - the $1.00 temporary charge (often known as a pre-authorization).
These charges are not permanent, and will never become permanent, though they are absolutely necessary to confirm card information. This is done to ensure the safety and security of every member who uses our services.
The $1.00 charge is released back to your card balance after a period of time determined by the card issuer themselves, not by PayPal.
For example, PayPal has their own brand of debit card. When we receive a $1.00 pre-authorization from a merchant on our own card, we automatically release them on day five after the charge was placed. Your card issuer may have different policies regarding when they release, however, so you'll want to check with them as to how long they will remain.
In regards to adding the card, you may not be able to add some pre-paid debit or credit cards if we cannot validate the billing address associated with the card. You may want to contact the card issuer to ensure they have your billing address on file.

Thanks for the reply, it was a prepaid card indeed, but its already been linked to my account so I assume my billing address has been confirmed. Though, the 3 dollar charge still hasnt been refunded and my sending limits havnt been raised.

I am having the same problem with my regular bank card. It was working just fine this morning and suddenly it keeps saying that they can't process my payment. I have tried several times to make a payment on ebay with it.

Adding a card to your PayPal opens up the account to send money through PayPal; to become Verified and lift your sending limits, you'll want to add and confirm a bank account or apply for and be instantly approved for PayPal Smart Connect, the PayPal Extras MasterCard, or Bill Me Later. However, you don't have to become Verified right away and can send money until your initial PayPal sending limit is reached.
In regards to the refund of the $1 charges, I would recommend checking in with your card issuer. Their own internal policy will determine on when they credit you the $1 pre-authorizations, as PayPal won't be finalizing them.

If your card is declining charges, there could be a number of different issues (debit cards may even have daily withdrawal or purchasing limits). When a card issuer declines a charge, they only provide PayPal a very basic reason as to why it's declined, so it's best to dig into those by going straight to the source and giving the bank a call.

Hi, Adrian.
I want to know how much sending limits for accounts that have not been verified. I do a google but could not find the results. Is it 5? 10? 25 ? 50 ?

The Unverified sending limit will vary from account to account. To see yours, click on "View Limits" after logging into your account.

Login to your PayPal account and click on the "View Limits" link on your account overview page to see what limits you have and for instructions on how to lift the limits.
