Can't wihdraw, can't pay with balance

I use this account about 4 years, and it was always been limited (because it is service for Bosnia and Herzegovinan, not in formally 'limited' stage), but I was able to withdraw funds to card, untill today.
Now, it ask me to add US bank account, when I want to withdraw to card. And when I want to pay with balance, it permit only card. How should I have US bank account legally, if I am living in southern Europe? And, why to receive any funds to Paypal, if I can use it (with no explanation). On my account nothing is marked as limited, but it is actually very ridiculous.

Does anybody knows more about this problem? I saw in last few hours here on forum some people from Albania reporting same problem.

Same thing here. We need this solved asap! Cant widhdraw money to a credit card, asks me for a US account.

I also have this problem, I am from Serbia. I withdrew credits to the card two weeks ago, but now it asks for a US bank account.

Same problem here. I'm also from Serbia. And again, paypal doesn't answer messages or disputes. Not even a reply here. I guess, our money is theirs now.

Also, my daily card withdrawal limit is: -€0.01 EUR per day?!
What does the negative number mean?

Bane care, contact them through their FB page, they will solve that for you. If they answer your message. I guess they don't do that these days.

Same here. Although it still works in Germany apparently since my friend recieved money through him via Western Union once when he withdrawed money from paypal.

If it was global block especially pernament we would've been informed earlier. Also they had update with some issues last night might be result why it's messed up now. Also I see same problem from last year so it's not first time.

I kod mene u Bosni je problem isti. Ne mogu da ih povucem na karticu nema trika... Ne znam zasto a ne odgovaraju mi ni na mail ni na FB...
