Bizarre statement on "Money has been sent" receipt

Just sent money vand the receipt has the following statement, right after the date when funds will be available to the recipient:
"The recipient has a lifetime limit to send, spend or withdraw. Upon reaching this limit, the recipient must take certain actions to lift the limit."
So, limit = the recipient's lifetime? And upon reaching the end of their life, the receipient must take actions to "lift the limit." Would that be perhaps adding a few more years - or another lifetime? Can the sender get another one too?

Sounds the statement was translated from another language to English - which can result in awkward statements. (It could mean that the receiver has not yet completed the account verification process.)

Yes, the recipient couldn't have gotten the money yet, since it was just sent; that's why the receipt. Good thought about translation - auto (google) or by someone who doesn't know the language. As I recall, PayPal (U.S.) contracts their customer service abroad.
