Add Money to Paypal zero or positive balance from Bank Account - Policy change as of June 2016

I have tried multiple times to add money to my paypal zero balance and then to my paypal with a positive balance from my bank account. It simply will not work and a message pops up telling me to phone in. I did 3 times now and each CSR tells me that they no longer allow you to do that. as of June 2016. This is a surprise to me. You can only add funds to a negative balance. I wanted to add money so I could transfer it to another bank account to avoid paying for a wire transfer fee to my bank. They say that that is exactly what they aret trying to avoid.
Is anyone else able to add money to a zero or positive balance account from a bank account?

ADD MONEY works for me.
So which bank were you trying to move money from? Harris or Canada?
if Canada,could it be that despite having a US routing number,it is still a Canadian bank and would be considered wire transfer not ACH.
why dont you try moving money from Harris to Paypal and see what happens?

My Canadian bank has a Canadian routing number. My US bank has a US routing number. Both are lnked, confirmed and verified. As you can see below I was even able to add $1 from BMO Harris NA with the US routing #. In the past I have been able to add money using the Canadian bank.

You said in your prior post that your Canadian bank account in US currency has a US routing number?

Country of residence is Canada. BMO Harris N.A. in the US and PC Financial in Canada are successfully linked, verified and confirmed as funding sources so that should not be an issue. I informed paypal and they told me it was s security issue regarding the computer I am using or the location. I am using my home wired to the internet (not WiFi) computer in Toronto, Canada. They said to clear my cache and cookies and so I did. I was then able to transfer $1.00 from BMO Harris into the US side of my account which already had $5 USD in it. However, I then tried to then add $5.00 from BMO Harris and am getting the same error again.
So, all 3 CSRs at paypal do not know what they are talking about as I should not have been able to fund my positive balance, right? They said it only funds negative balances.
I am dumbfounded as to why it's not working for me but now did once.

-if it works after you clear the cache,may be you need to clear cache everytime ?
-On the Canadian side,I recall you said the bank is RBC,not PC Financial?
and you said this Canadian bank account is in US dollars and it has a US routing number.
That prompts me to read up more on US routing number and Canadian routing number on Wikipedia,it is quite comprehensive ,I dont see how a Canadian bank can have a US routing number,may be there are bankers here who can explain?
-also you have tried to move $1 from Harris to your Paypal account and it went thru,why not try moving $1 from PC Financial to your Paypal account and see if it goes thru?

I don't have my RBC Canada account linked yet but yes RBC Canada has a US routing number that can be used.
I've tried to clear the cache but it just doesn't work. Worked once and that's it. There's obviously something wrong with my account and Paypal does not seem to be able to fix it. I give up.
