Refund HELP PLEASE

i bought a phone from ebay for 630$ from a guy's ebay account he had alot of good feedback about 98%. over 5,000 sales. i got an email from paypal saying your refund

 

heres the message

 

"We have completed our investigation into your claim and, per the seller's
request, have issued a refund for the amount of the transaction below. Your
refund will be deposited into your PayPal account."  Feb 20 2013

 

then when i got the res center my status says "After careful consideration, we're unable to decide this claim in your favor at this time"

 

What the hell ? I want my bloody refund. why would you guys say ill get a refund then say i wont?

 

heres the story:

i bought the item.

they tried knocking on my door for 2 days ( wasnt home )

they seller sent to someone else. called DHL shipping they  other guy sent it back to the seller

 IM OUT 650$ Or the phone.

 

someone pelase help,

 

Ps: I dislike your customer support. I dont want to talk to a machine lmao.
