How do I escalate an issue? Paypal's Customer service is not doing anything

Hi
I was wondering if there's a way to escalate an issue, I called PayPal's contact line, spoke to an agent, who promised to send me an e-mail regarding the issue within one day, waited, called back again, another rep promises the same thing, yet NOTHING happens, what should i do?
