i shipped an item to someone and they said it was an unauthorized order and i must send them a refund however, the person i shipped it to does not have to return the item how messed up is this 😞

That's the way it works. If the item was purchased fraudulently for someone else why should the recipient have to return it? The recipient didn't authorize the purchase.
More details needed. What was the product? Does it qualify for PayPal seller protection? What are the details on the payment transaction page?
Who told you you had to refund? The buyer/recipient has no authority to communicate that directly to you.
