2.9% of $58 = $1.682 ($1.68)
$1.682 + $0.30 = $1.982 ($1.98)
$58 - $1.982 = $56.018 ($56.02)
That's a difference of $0.578 ($0.58)

It's as if there were an international credit card being used.
A person visiting the U. S. could use an internation credit card for a purchase.
Was the buyer a verified PayPal member or a guest?
What buyer details are on the transaction detail page?
