Submitted all docs days ago and account remains limited; what's up?

My account was limited on June 13th (today is July 25th). I've submitted all required docs, according to the Resolution Center (RC). When I go to the RC page, it says they're reviewing my information and will get back to me or lift the limitation in 2 business days. It has said this for almost 2 weeks. I can't use the account and can't even close it. What can I do now?

They have real people, you just have to listen to the options, state your case very carefully and explicitly, and then be patient until you reach a live agent.

I tried that and could never get to a human being. I just got shuffled from one bot to another, asking me to characterize my issue, which triggered a canned response, leading to another bot when I said my issue was not addressed .... Do they even have humans at customer service or is the whole company staffed by bots?
