I issued a refund to a buyer. There was not enough money to cover the refund in my account. So paypal withdrew the money from bank account and my bank statement shows that the money came out two days later. However, after 40 days, the buyer never receieved the money and it shows as PENDING on the paypal account. I called paypal on 4 different ocassions and none of the reps had a clue. One said she will investigate and call me back but she never did.
Same thing happened with another refund however that is PENDING status for one month now. I do not know what to do. Paypal reps on the phone are incompetent and are of no help. Everytime I have to explain what happened and they blame it on me or my bank. I even offered to fax them a letter from my Bank which will confirm that paypal took the money from my account. But paypal employees refused the offer.
The buyers think that I am scamming them or lying to them. One filed a complaint with ebay and ebay took the money from account to refund the buyer. On that day there was enough money in my paypal account. So while one refund for the same ebay transaction was pending, ebay refunded the buyer and took the money from my paypal account in the form of an ebay invoice.
