setting up payment options

I work for a water company and we want to add papal to our website so that customers can click the checkout button and enter the amount of their bill that is due and pay it with the debit/credit card, however I can not figure out how to set it up that way. As far as I can tell you have to have pre-selected prices and that will not work for us because everyone's water bills are different... Please help! I am stressing out trying to figure this thing out!!!
