How do I set up recurring payments?

I've set up several recurring payments in the past, but today I'm not able to find the correct link/form to do so. Perhaps the layout of the necessary page has been changed?

Generate a PayPal subscription or automatic payment button via your Seller Preferences page where it says PayPal Buttons at the top and export it as email link.
