Paypal Charges - expected 2.99% - reality 5.42

Hi,

I received money from China and accepted to use paypal as it said that charges were 2.99% + 0.30$. I accepted that amount. Now I have been charged 5.42% and I cannot find any explanation.

I found Paypal calculators online and all of them are giving me smaller final fees amount at the end.

I'm not happy with the fact that paypal fees are not clear. 

I would like to see why Paypal charged me more then what promote for.

I feel stupid right now, how could I not see that coming. 

It's a small amount of money, but it's a not clear and not fair. I don't feel like like proposing paypal payments of my website anymore nor accepting paypal money transfers. 

How can I contact Paypal to ask them to send me clear information about the percentage used and why it is higher then the promoted 2.99%.

What I discovered.

Current fee is 3.4% + €0.35 EUR for Latvia. For cross border, it's an additional 1.8%. Total is ~ 5.2%.

This confirms it was the first and last time I accept money transfered on Paypal.

Why isn't paypal transparent about the fees they apply on the money we receive.

They give us a fix sum and expect us to accept it?

You weren't looking necessarily in the right place for the information.  I did a web search for "paypal latvia fees".  Found "PayPal Global" webpage that lists all the countries that PayPal supports and found the PayPal website for Latvia and scrolled to the bottom where it says "Fees":
