What transaction are counted to be an established-seller?

Hello

I have been using paypal for three months. Since then I have received 3 business payment, 1 personal payment, and also send 3 personal payment. I think that would be enough to make me an established seller since I already receive more than $100 and my account today is 63 days old. But the system only count 3 transaction in my account, so my payment today will be held (again!) untul 14 days.

Why this happend? Does the system only read business transaction? or the system is error? My last transaction is receiving personal payment and it's succesfully added to my available balance.

Please some explain me, I have tried to call Paypal Singpore Call Center, but my call was held for 5 minute and no one answer it, it's not even 9PM yet in there.

Where all of the receipts for goods/services?
