Hello!
I was playing around with PayPal to figure out how it worked and if it was safe. I added $200 to my paypal account. Then I did a withdraw. I was happy to see that I could easily move money back and forth between paypal and my bank accounts. However, the next time I tried to upload money, it refused to allow me to. When I called customer service they said I was no longer allowed to add money because I added money and then withdrew it. Why would this happen?

It has the appearance of a money transfer scheme and is against PayPal policies. PayPal must have procedures in place which automatically detect suspecious money opearations internally and internationally. It's important understand limitations and make sure you don't do any transfers which might be suspicious.
To add money now, just sell something or have somone send you money as a friend/family/gift.
You don't need money in your account to make a purchase; just make sure you have a valid credit card linked.
