Invoice paid by our customer, and then Paypal automatically refunds. WTF.

Is it common for Paypal to automatically refund customers?
I got this message:
"We've completed our review of the transaction below and found the payment may not be authorized by the PayPal account holder or may be the result of suspicious activity. As a result, we’ve cancelled this transaction."
This is by far the dumbest reason I have ever seen. If they have a review process they need to be sure. Right now we'll look like idiots infront of our customer.
If this is how Paypal choose to do business I will use someone else.

An unauthorised payment is when a paypal account is hijacked and another person uses it to buy stuff changing the address details.
If its reported then the account and the funds are returned to the rightful owner.
Advice is voluntary.
