International shipping enter customs details page

I have had this problem the last 3 Priority mail international shipments I have tried to make from the paypal shipping software.

On the customs details page, I type it all in, hit next and it gives me the same page back with an error message that I need to check that I read the shipping restrictions before I can continue  There is NOWHERE on that page or any previous page to click that I read these restrictions.  I tried 2 different browsers and got the same pages. 

Yes, I know I can go the USPS to do this but then I don't the the streamlined service of automatically entered addresses, etc.

Does someone know a trick to get past the input page?

Dude, I was having a similar problem too!  Like what the heck is wrong with my customs form that it wouldn't issue me a label.  Thought ?I filled everything in ok but I was going apesh*t crazy but what solved for me was that I used parentheses and/or a slash character in the item description text then finally, I used a comma instead and it went through to print my label.  So, no weirdo or accented characters in the item description box. I was about to get ill on my computer because I had left it overnight to try it again the next day and it was still acting funny until a miracle happened!
