How can you actually contact anyone at Paypal

It's driving me crazy, my account has been limited for some reason so I tried to contact PP to sort it out.
My emails don't get answered because the drop down menus don't have the appropriate questions, I asked for return phone calls which didn't happen and I just ried again and the system wouldn't accept either verbal or digital responses and just hung up on me. - Absolutely bloody useless.
And again, trying to post this runs into problems because it doesn't have an appropriate subject on the drop down menu.

PayPal always has a useless auto-reponse message. Just learn how to use it to your advantage. Responde to the email with complaints about the system, then carefully explain the details of your problem and request an email from a live person.
As for a phone call, use the one-time pass code option and then stay on hold as long as necessary. If you don't get a person on the phone who comprehends English, then as for another, and then a supervisor. It takes persistence in some cases.

The system wouldn't allow me to enter the passcode either by keypad or verbal instruction and then just cut me off.

Suggest you try phoning again. Are you using a landline phone company system, cable phone, or cell phone?

This is my forth time of trying by landline, I've also vented my frustration via two of their questionarres and frankly I've had it and am seriously thinking of just closing my account.

I can't understand why they don't have just a simple 'phone number or email address that you can use directly without all the BS - I've been trying to rectify a problem that PP created for weeks now. I'm certain that If I could have talked directly to a human it would have all been done and dusted now. This attitude by PP has inavertantly shown me that I've managed purchasing quite easily without PP support, so has done the company no favours.

I've called PayPal many times with various issues, especially technical. I just use the one-time passcode and make the call. I have waiting minutes some times to talk to a person and I've sometimes had to ask for a different person when there was limited English comprehension, but not a big deal.

Are you calling within the time-frame allowed?
Are you called from the phone number which is part of your PayPal account?
