How/Who to email/call to complain about a Paypal employee?

I had a horrible experience with a paypal employee today (Timothy, Dispute Or Protection Service Department) who basically degraded, mocked, sarcastically responded to my question/request.  He even questioned why my statement was even relevant.  I know people have bad days and good.  I know many people don't like the job they do.  However, this unprofessional and errogant behavior shouldn't be tolerated by Paypal.  i would like to email/contact someone but heard that these complaints are often ignored.  Suggestion?  Advice?  Many thanks!

Hi, Please don't use Paypal!! Experiencing problems with my account..., system keep asking to change my password, I keep ringing every single day to PayPal, but not much help! Next day I can't log in again and on the phone with them! Asked to speak with the manager but nobody phone me back. Costumer service staff extremely unprofessional and rude!!! Asked where I could make a complain? They told me to go in homepage.....Really??? If no one will contact me regarding this I will write letter to financial authorities!
