Hi all, I made and paid for an order to an eBay seller who specialized in customising Star Wars action figures to collectors. This was in October 31 2018. The order was stated to be completed by the seller within 2-3 months with promises to send me regular updates on progress with pictures. I was cautious at the time since I was aware that the Money Back Guarantee offered by eBay falls short of this 3 month completion period. However, I went through the seller's feedback and relied on the positive 100% feedback, and the courteous, professional responses I got from the seller. However, over time it became apparent that there were warning signs. The seller lagged behind in updates, and after the three months was up, the seller still did not send the items. He did however, send me a message via eBay claiming to have had difficulty in sending me messages, but that he had completed the order and was about to send them. A couple of weeks later, with no response, I followed up, and he replied stating he had difficulty sending me images of the completed figures, but he will be sending through once I can confirm my address to be the same as the payment address. After I replied, he then claimed to have sent the items and gave me a label created via USPS. I took him at his word since the tracking label appeared to be legit on the USPS system. However, after no delivery in 2 weeks (nor updates) I checked the tracking label again and saw that it remained stuck at "Created label but no further progress". I then requested an update but the seller made the assurance again that the items have been sent in March and will arrive in late April due to "notorious US postal system". I gave him the benefit of the doubt since he appeared to be a genuine seller with continued 100% feedback. However, now he no longer responds to any update requests nor confirmation of the tracking number he supposedly had. I realise now that he likely bided his time and intentionally delayed until the 180 day Paypal Resolution period also expired. When I sought to create a dispute, I could not as I was literally just a few days after the 180 day period. I understand that my chances to receive the refund is now negligible since Paypal email keeps requoting the policy to me instead of responding to my case against the fraudulent seller. However, I want to make sure the seller is disincentivised against cheating future customers who traded with him in good faith, trusting in his apparent good feedback rating. What can Paypal do about this, since I can't even lodge a complaint via the Resolution system? Thank you kindly.
