This is incorrect also because I have called and waited in hold for a combined 3 hours and was told that the balance was still held, no reason to give you or any solution for you to complete so PayPal will release the balance. No complaints, no issues ever no returned calls or emails. Nothing. I have offered to help with clearing up any and all issues you may have but that doesn't mean anything. So if you're holding money for no reason or will give me instructions or request action, what is the problem?  ... View more

You may need contact customer service in order to see why you get the message. It sounds like it could be security system blocking you. Have you verified a card on PayPal? What is the amount you try to withdraw and how did you receive the money? Are you logging in from a device or location you do not tend to log in from? You could try change password and security questions, and using a computer with a secure network. You may need to wait full 24 hours before attempt if it still fails after this. If it is not different between countries on PayPal regarding this, you should be getting a refund. You have done your part and sent it back, the seller has been able to receive the package. If  they refuse to receive it and let it go back to you, you should still be able to receive the refund. This applies at least to when one buy something and does not pick up the item and let it return to the sender. To be sure I would advice to contact customer support in your country. ... View more
