In order to receive funds you need to have confirmed you e-mail address. Do you a confirmed e-mail address? If not you need to go into settings and request for the confirmation e-mail to be sent to you. It may take a few minutes once you have confirmed your e-mail address for the funds to appear in your transaction history, which you would then need to accept. You may need contact customer service in order to see why you get the message. It sounds like it could be security system blocking you. Have you verified a card on PayPal? What is the amount you try to withdraw and how did you receive the money? Are you logging in from a device or location you do not tend to log in from? You could try change password and security questions, and using a computer with a secure network. You may need to wait full 24 hours before attempt if it still fails after this. If it is not different between countries on PayPal regarding this, you should be getting a refund. You have done your part and sent it back, the seller has been able to receive the package. If  they refuse to receive it and let it go back to you, you should still be able to receive the refund. This applies at least to when one buy something and does not pick up the item and let it return to the sender. To be sure I would advice to contact customer support in your country. ... View more

When you make the payment on eBay and using PayPal as alternative, do you see any option to change the conversion to your cards conversion rate instead? eBay may not be involving PayPals conversion rate which may make you spend more if you pay in another currency so it has to convert. @Luckyrookie well there is some moderators on the forums I have seen, often named PayPal_NAME with a logo "mods". I would guess they work for PayPal.    @kernowlass as above here, there is some mods on the forum and they work for PayPal though?   As well I don't work here on community and I don't get paid to answer, I do it for fun and to learn more. Then ofc I don't know if I would be allowed to say if I work with PayPal in any kind of way. At least here on community forum it is all volunteering and perhaps some that may work or past work with PayPal in any way.   However the recommendation I'd give is for most accurate answers and for sure, would be contact the customer support via mail or phone - this is needed either way if there is account specific questions. Also possible to contact them via social media such as Facebook.    Community forum I think still is great platform to learn more about PayPal and if you have basic or general questions it could be answered faster here. ... What kind of questions have you not get answered? Did you ask them to find the answer, and perhaps try mailing them? I think indeed contacting them via Twitter or Facebook, more experienced people work at those platforms. On customer service, it probably different on different locations. Some have a few weeks training and then they get on the line which they learn as they work. So perhaps you got new hires on the phone if you has not got answer. Though they should be able to find out by just asking for help or escalate it and come back to you via mail. Depending also what kind of questions as well.    ... View more

Alright, well as long it was commercial (for goods or service) payment it would be possible to report it as INR (item not received). And I'm quite sure if you appeal this within 10 days from denied they will be able to help you. Depending on country of both you and the seller the rules may differ. But most cases, seller would need prove item has been delivered to you by tracking number (or that you would have chance to pick it up at for example pickup point). If no tracking code or it is stuck in transit, you should have chance to get back the money. ... View more
