When a goods and service payment is sent, you have 180 days to file a dispute or complaint if you do not receive the package or if the items are not as described. It's always recommended to contact the seller first to see if a resolution can be provided by them (quickly). However, the options to dispute a transaction within the PayPal Resolution Center will be available. I hope this helps!

If you made a payment with your Visa card, the refund will go back to the same Visa card. It will not go to your PayPal balance. It generally takes 3 - 5 business days for the refund to appear in your bank/credit card balance. I hope this helps!
