Hey there, after years on PayPal I decided to create a small little business revolving around a video game. I had been receiving a high amount of money ($3000+) and got this message in my notifications: In compliance with the regulatory requirements in Canada, we need to confirm your personal and business identity. However, I am still able to send and receive money even though it’s asking me to confirm business identity. Is it mandatory? ... View more

Re: PayPal Scammer - Bank chargeback

@Wenster    Read the seller protection program policy. It explains all this.   A credit card chargeback or bank reversal is separate from PayPal dispute. And the buyer can file a case with their financial institution who in turn files one against PayPal and it's the financial institution who decides on who wins. If the card issuer/bank decides to refund the buyer, PayPal holds you liable if your transaction is not eligible for Seller Protection for bank reversal or credit card chargeback.   Seller Protection is not a guarantee, a warranty, or insurance and has it's limitations. Even if you win a PayPal dispute, you can still lose a credit card chargeback or bank reversal. ... View more

Randomly charged $82.30 and now negative.

Earlier today I had a balance of +$3.60ish Canadian and have NOT TOUCHED my account since, however  I get back home today and my balance is -$82.30. There is no trace of the reasoning behind this on my activity log, and the only thing I can find is a "Bank Account Failed to link" email and a "Notification of balance transfer".   What do I do?   Notification of balance transfer email: PayPal has made a transfer between the balances in your account due to the following reason: Our policy of converting negative to positive balances. The following transfers were made: Negative balance : -$86.19 CAD Covered From : $2.90 USD (1 U.S. Dollar = 1.34060 Canadian Dollars)  Thanks, PayPal     _______ Thanks, Riley.   ... View more

@Wenster    You would know if he paid f/f as you would not have been charged a fee and would not have had the buyers address to send any items to. If he failed on paypal then its highly unlikely his bank would help him, normally chargebacks are only via credit cards. ... View more

@Wenster   You can file one but the outcome depends on the circumstances of the case. If you sent money as a friends and family payment for a purchase, for example, you might lose. Friends and family payments are considered a gift, not for purchases.   But who knows, as PayPal does not decide the outcome on chargebacks but PayPal will try to fight the chargeback. ... View more

@Wenster   How do I open a dispute with a seller when a purchase goes wrong? You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if: •You don’t receive the item •You receive an item but it’s significantly different than the description on eBay or on the seller’s website By opening a dispute, you can communicate directly with your seller to work out a problem transaction. If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement. These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you. To open a dispute: 1.Log in to your PayPal account. 2.Near the bottom of the page, under 'More about your account', click Resolve a problem in our Resolution Centre. 3.Click Dispute a Transaction. 4.Select the button beside the transaction you want to dispute, then click Continue. 5.Select ‘Item dispute’, click Continue and follow the on-screen instructions. Note: •Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received •Where an item has not been received, please ensure you have given the seller enough time before opening a dispute https://www.paypal.com/webapps/mpp/first-dispute DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND. If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you. ... View more

@Wenster   Firstly its totally against paypal rules to sell and accept friends / family payments as you are deliberately evading paypal fees and trying to negate your buyers paypal buyer protection.   If paypal find out (and you have just let them know) then you risk your paypal account being permanently limited.   Secondly if a buyer funds their f/f payment via a card then yes they can do a chargeback and win, as you lost your seller protection by accepting payments that way. ...
