I cannot thank you enough Michelle. I reacted to this notice that I would have to pay an Inactivity Fee with a great deal of anxiety and anger. My reaction was above and beyond any reasonable level. I believe the reason for that had to do with my being hacked and some criminal making fraudulent purchases and charging them to my bank account.   Unless or until people have had this experience, it's difficult to explain just how terrible this experience is. It's a personal violation that goes above and beyond any kind of the usual problem that life deals out. People just do not know how devestating and traumatic it can be to suffer Identity theft or any kind of invasion of your privacy like this kind of hack and invasion of your bank account.   The information you provided helped me a great deal to put things into perspective. For other people who may not have seen this info, the important points are that there is a limit to the Inactivity fee of $20 per annually. If there is less than $20 in my account, then the fee will be the total balance in my account. When I first received this email, I had thought my current balance was zero. But for some reason I cannot explain, the current balance is approx $2.50. Well, I don't really care about that because I had just wanted to walk away from PayPal and I didn't care what my balance was.   In any case, I read somewhere else the definition of "Activity" includes logging in to my PayPal account. If that is correct, people can avoid this fee simply by logging into their PayPal account once per year. But I'm not certain if logging into the account constitutes "Activity" or not.   At any rate, the bottom line for me was that I was making a mountain out of a molehill but I just did not have the information to understand the actual meaning of the "Inactivity Fee". It would be a very good idea when sending email to people who are not active, it would make a very big difference if that email provides a link to the definition of "Inactivity" and the "Inactivity Fee". I believe that would greatly reduce the anxiety and anger people feel about this "Inactivity Fee". P.S. The last time I used my PayPal account, there was a zero balance. But when I looked today, PayPal told me I had a balance of $2.12. This prevents me from closing my account. As I understand it, I must clear my balance to zero before I can close my account. But since I deleted the link to my bank account, there is no way I can think of to zero my bank balance.   It feels like I'm caught in an endless runaround. Thank you kindly kernowlass. I appreciate your advice. Unfortunately, I do not use Twitter or Facebook. I have tried to telephone PayPal. But that was just a huge waste of time. I waited on hold while they played a recording that was just a huge commercial for PayPal. They told me all the features and benefits of PayPal. But no one ever answered the phone. After about 20 minutes, I couldn't stand it any more and I gave up and disconnected the call. I have tried sending them messages. But I guess I don't understand how that works. They connected me with some kind of bot that told me if I typed my message a customer service rep would return my message. But then when I tried to exit the app, the bot said the CSR would not be returning my message because I had left the message app. It was very confusing. Here is a brief history of how my problems with PayPal began. Shortly after joining PayPal, I linked my bank account to my PayPal account. I then made several purchases but my PayPal was hacked and someone started making purchases using my bank account. Fortunately, I detected this criminal fraud on the same day it began and I contacted my bank right away. The bank was extremely helpful. They reversed all the criminal transactions and advised me to close my bank account and open a new account. They told me that if I did that and never again gave out my bank account information, the criminals would not be able to make fraudulent purchases using my bank account. I took their advice and have not used PayPal since. Likewise, I have not had any of those kinds of problems since. When I contacted PayPal, I was very disappointed in their response. They treated me as if I was the criminal and just gave me a terrible runaround. I told them to close my PayPal account but they said there was some kind of "issue" that prevented my account from being closed. When I asked them what kind of issue they meant, they said they could not tell me and I would just have to wait a while before the account could be closed. I called them again and again during the next few months. But each time I called and asked to have my PayPal account closed and deleted, they told me the "issue" had not yet been resolved and I should call back again. I found this completely infuriating and insulting. After several months of this runaround, I just got fed up and gave up. I got the feeling that many scurrilous businesses operate this same way. They just expect people to get fed up and then give up. But after three years, PayPal began sending me emial that I consider to be threatening. They say that if I do not use my PayPal account, they will begin to charge me an "INACTIVITY FEE". I never imagined such a ridiculous ploy. I am left speechless except to say that I will never again give PayPal any of my business. How can a company be "well protected" if my financial information was stolen after only two months of using their service?   Now PayPal has begun to send me emails that I consider threatening. They tell me that if I do not start using my PayPal account again, they will have to charge me an Inactivity Fee. They will not cancel my PayPal account. I want to make it clear that when my PayPal account was hacked and some criminal  began taking money directly from my bank account, the bank was hugely helpful to me but PayPal was not helpful at all.   When I went to my bank and showed them all my records of what happened, they immediately reversed all the transactions and advised me to close my bank account and get a new account and never again give my account number to anyone.   Thanks to my bank, I was not out any money and I am so grateful to my bank. But PayPal was no help at all. They just kept telling me to do things that essentially just had me going around in circles. PayPal was a complete waste of time when my account was hacked.  My bank was a great help.   I can do everything I need to do with my bank credit cards and the credit card companies have a great deal of experience with all kinds of frauds and they are very helpful when customers get cheated.  As far as I can see, there is never any reason for anyone to use PayPal unless they cannot get a bank account for some reason.     ... Ever since my PayPal account was hacked, I detect an unpleasant "smell" from PayPal. There are several examples.   First they make it very clear they want people to phone them. But when I try to phone them, I get this long rambling message which is just a description of all of their capabilities. Essentially, this is just a huge advertisement for PayPal. I stayed on the phone waiting for 15 minutes before I gave up.   But the recording says that if customers grow tired of waiting, they can always post a message directly to PayPal. I tried that several times when I tried to close my account. But they refused to close my account. They never admitted that they don't close PayPal accounts. But they just gave me ridiculous reasons why I could not close the account every time I called.   My experience in trying to close my account seems to me to be similar to trying to get my money back from someone who scammed me. They say they can't refund my money, but if I will just send them more money, they will solve all my problems.   I'm not saying PayPal is any kind of scammer. But my experience is that they will just not close PayPal accounts. They will give you some many ridiculous reasons why they cannot close your PayPal account, but in the end, they just do not close PayPal accounts and now they have come up with this ridiculous idea that they can charge people with an "Inactivity Charge" when people no longer use their PayPal account.   Bottom line? You cannot close your PayPal account and now they claim they will charge this "Inactivity Fee" to everyone who no longer uses their PayPal account. They never make it clear how much they will charge you or how long your account must remain inactive before they start charging you.   I feel like I'm in some kind of Kafka novel where characters are presented with impossible choices and the bottom line is that you have to do what the company wants you to do.  There are simply no other alternatives.   I am just out of answers.   I hate PayPal. ... When my PayPal account was hacked two years ago, I decided to never use PayPal again. I had to close my bank account to stop the criminals from accessing my bank account.   I never want anything more to do with PayPal.  I don't trust them and I would never give them my new bank account number.   I understand the founder of PayPal (Elon Musk) sold this company to someone and I wonder if the professional conduct of PayPal has suffered as a result.   I thought that by never using PayPal again and closing my bank account, I would be free from further problems with PayPal. PayPal has sent me threatening emails saying they will begin to charge me fees for inactivity - for not using PayPal.   Two years ago someone hacked my PayPal account and they got direct access to my bank account and began buying goods and charging them to my bank account. I asked PayPal to close my PayPal account several times. But they just give me the runaround.   I have no respect for PayPal and I do not trust them at all. But PayPal treats me like I am some kind of criminal and will not close my account.   Ultimately, I had to close my bank account and open an account at a different bank.   Now Paypal is sending these ridiculous threatening emails saying they will begin to charge me for NOT using my PayPal account.   I never want anything more to do with PayPal. I recently had a problem with PayPal that necessitated my closing my bank account and opening a new account. Now, I want to confirm my new bank account so that I can transfer funds from my bank account to my PayPal account. But every time I go to HELP and enter "how to confirm my bank account", I see a Help screen that explains how I complete the process but I cannot find any Help screen that explains how I can start the process. In other words, the help info explains what I should do assuming PayPal has already made two small deposits into my bank account. But that has not yet happened with my new bank account. How can I start the confirmation process? What do I have to do to get PayPal to deposit two small amounts that is the beginning of the confirmation process? Can anyone please help me?   ... View more

I experienced a terrible problem with PayPal that left me shaken and I decided that never again would I ever link a bank account to my PP acct. Before I continue, I want to make it clear that PayPal was as helpful as they could be in this situation and I cannot imagine how they could have been more helpful. I'm writing this message to ask if I would be safe from this kind of problem if I only use a confirmed bank acct instead of a linked one. I will now describe the problem I had: I had been using PP for many months and I was very happy with everything. I began by confirming my bank acct and then I linked my bank acct to my PP acct to make things more responsive. But then, one day, I was reviewing my bank acct which I had linked to PP and was shocked to see that almost $2,000 had been deducted from my balance the previous day and I had no knowledge of why. I was extremely lucky that I had chosen that day to review my bank acct balance and recent details. Previously I only did that randomly. Now I do it every day. I raced down to my bank to find out what happened. It turned out that someone living in Poland had purchased some clothing from a store in London and it was charged to my PP acct which meant (because my bank acct was linked) the money was instantly taken out of my bank acct. I told my bank that I had no knowledge of this transaction and it was not me who purchased this clothing. I was very surprised but my bank was enormously helpful. They cancelled the transaction immediately and bounced the payment back to the store that sold the clothing. However, they left me with a $60 NSF fee which they eventually reversed as well. So I was not harmed financially. But I almost had a heart attack from the shock. I had often read stories of other people getting hacked and cheated but I never thought it would happen to me. By the way, my bank recommended that I close my acct immediately and open a new acct just to change the acct number. They said that would stop the thief from ever trying this again and I was happy to oblige. However, I am still very reluctant to link another bank acct and my question concerns "confirming a bank acct". If I confirm my new bank acct, how likely am I to get hacked and cheated like this again? Can anyone hack into my accts and take money out of a confirmed bank acct? Thank you.   ... View more

I have been using PayPal for a few years now. But I'm not really clear on the subject of my PayPal account - especially the need for me to add money to my PayPal account. I have a feeling the reason may have something to do with whether or not I have linked a bank account to my account. I have linked a bank account to my account. But I've always send money from my bank account to my PayPal account before making any purchases.   I understand I don't need to do that and if I make a purchase and have zero money in my account, the money will be just be taken from my bank account.   Is the answer that sending money to my PayPal account is intended primarily for people who do not link a bank account to their PayPal account? If I don't link a bank account, then I'm guessing I need to send money to my PayPal account in some other way before I make a purchase.   I'm guessing that PayPal may be used this way by people who don't want the recipient (or PayPal itself) to know my bank account number. I want to change the answers to my security questions. I read some Help info that told me to click on the icon next to "Log Out" and then click on "Security". I saw one of the options dealt with the Security Questions and when I clicked on "Revise", the web site insists I enter my bank account number. I have tried many different formats but every time I try to enter my bank account number, I get the following error message:   "Some information is missing or incorrect. Please convert your entries and try again."   I need to know the correct format to enter my bank account number.   When I look at one of my bank checks, I see the following numbers at the bottom of the check. I will use "X" instead of the actual numerals:   XXX XXXXX XXX XXXXX XX   There are 18 numbers as shown above. I know that some of these are the bank account number but others are things like the transit number or branch number.   Which of these 18 numbers are the bank account number and what is the correct format I should use when entering them? By that, I mean what is the correct spacing I should use? Do I separate numbers with spaces? Or with hyphens?   The screen that asks for my bank account number displays the last four digits in the bank account number. In order to be precise, perhaps I can ask this in another way. Suppose you see the following 18 letters at the bottom of a bank check:   ABC DEFGH JKL MNOPQ RS   The screen displays the last four digits as "PQRS". But which other digits should I enter and what is the correct format for me to use? In my bank book, the account number is shown as consisting of the following 12 digits:   DEFGH MNOPQRS   But when I enter the corresponding 12 digits formatted with one space after the first five digits, I get that error message.   Can anyone explain just how I need to enter my bank account number? ...
