As far a i can recollect buyer complaint and buyer protection were 2 very old different policies that paypal had before buyer protection became the only one. That passage was from 2009, before the implimentation of PP Buyer Protection. This old policy is nowhere to be found in my current Paypal user agreement, therefore i assume it is no longer applicable to my present PP account. The currently policy for PP Buyer Protection on my account is as follows: -To be eligible for PayPal Buyer Protection you must meet all of the following requirements: (For items bought on other websites:) 1: through the Send Money tab on the PayPal website, by clicking the “Purchase” tab, or by selecting the “Checkout with PayPal” button or otherwise selecting PayPal as part of a Seller’s checkout flow. -7.4 Coverage Amount. If you are eligible for PayPal Buyer Protection and PayPal finds in your favor on your Claim, PayPal will reimburse you for the full purchase price of the item and original shipping costs. My apologies, you are indeed correct on the new policy change, of which in my own ignorance i was not made aware of. Please pardon my over-cautious mentality. i am a weary buyer who've been subjected to one too many fraudulant sellers in the past. But i still see my decision of initiating that speedy dispute/claim against the seller to be a sure and guaranteed means of securing the payment i made to the seller, who additionally is also an "unverified" paypal member. I would be more than happy to close the dispute once he ships me what i ordered. Though i fear this is becoming less and less likely to happen as each day passes with him continuing to play hide and seek with me. I will keep this thread updated until a resolution is finally reached between me and him. I have been given 20 days to wait for the seller to respond, so i will give him the benefit of that at least.
