Hi there NahtanE,    It must be registered to an account you have created in the past.   If you are not aware of the account details you can call us directly, we can then search our systems to see where it is linked and ask you a couple of security questions.    Once it has been removed you can add it to your new PayPal account.   Siobhan ...
