The email I got today (29/8/23) from Paypal is titled "We're making some changes to our legal agreements that will apply to you". But it's just a link to the same confusing policy wording as before, so I guess Paypal themselves haven't acknowledged any of this conversation at all! 😕 ... View more

Hi Jon K,   Thanks for your reply, yes this is regarding the Nov 1, 2023 update.   Your answer which pointed to: FAQ page for UK Consumers clarifies the situation, such that I won't be closing my PayPal account just yet, which is good because I find PayPal quite useful for making certain purchases, and thank you again.   In hindsight, instead of sending out a global email titled: We're making some changes to our legal agreements that will apply to you'. Dear esteemed advisor, Is it just me who thinks that the policy (as it is currently worded) seems unfair to 'ordinary' people who just use Paypal to pay a vendor who's only accepted form of payment is through PayPal? Please can you clarify the following details of the policy applying to a UK personal customer: 1) Under what circumstances would I be charged for a UK-UK domestic purchase? 2) Under the new policy how much MORE will I be charged for a purchase a) from the US, b) from China, than currently? 3) What are the thresholds that determine 'account inactivity'? 4) Can the 'account inactivity' charge be avoided by logging on to my Paypal account for instance?   Kind Regards ... The new policy is so ultra-complex it's difficult to see what terms apply to what kind of transaction. From what I read it looks like it's all too easy to incur charges unless you are making a standard domestic purchase.   For that reason I'm out. ... View more

I've just read through the ultra-complex new Pay Pal policy, several times. Although it appears there is no charge for a standard UK to UK domestic purchase via debit card (yet) it looks like they will be charging a fee for foreign purchases, currency conversion and any payments to me. Furthermore there's a £9 fee for "account inactivity" - surely that itself counts as activity?   There will be further delays and penalties if you want to close the account after September   I didn't sign up for this - I want to close my account NOW, does anyone else feel this way? 😠 ... PayPal case closed but I never got my parcel! HELP

Last year I managed to buy something from a fake website. I have since learned that these sites operate for a couple of weeks then vanish. Anyway, Paypal was their only form of accepted payment. After the 2 weeks delivery time had expired I tried to contact them but the email was returned. I contacted Paypal hoping the buyer guarantee would protect me. The fraudsters produced Fedex tracking information almost immediately. The tracking info showed "Delivered to Leicester UK" but no address. I contacted Fedex and they refused to accept there was any fraudulent activity and refused to help me. Eventually Paypal closed the dispute and told me I will have to claim a chargeback via my bank. The trouble is Paypal's "buyer guarantee" promises much the same to the buyer as the "seller guarantee" promises to the seller. Paypal only had to look at the account history of the suspected rogue seller to gauge the amount of flagged complaints, but I guess if the money is coming in they don't question it.  I had to wait for what is legally known as the "deadlock" (or final letter) from Paypal, clarifying that their escalated complaint procedure had come to their final decision (on the criminals behalf) before the Financial Ombudsman would accept it. Sure enough, shortly afterwards I received a "loyalty gift" from Paypal, coincidentally it was the same as the amount I had disputed, and Paypal's reputation remained un-tarnished by the Financial Ombudsman. Additionally the bank then gave me the chargeback, so I got double (you should try this). Paypal could do more to protect people from organised crime, by working with the authorities, and freezing the accounts of suspecting gangs, but if anything they seem to facilitate the criminals. It's laughable when people say Paypal is "the safe way to shop". I also reported the fake website AND Paypal to the National Crime Agency. ... View more

So...it turns out that using PayPal is NOT the safer way to pay. The robots have already determined in the most inhuman way that an (obviously) faked delivery note from a bogus seller is a genuine evidence of it's receipt, despite there being no name or address on it! Basically they accusing me (the victim) of being a lying cheating cnut: 'Our review of your PayPal account is now complete, and this is our final response. In these circumstances, the matter raised in your complaint is not accepted. Your account now shows that your complaint has been addressed.'   Yeh, this is the mentality of PayPal.   Options are: Present a case to the Ombudsman: Done File a police complaint with the national fraud bureau with respect to Paypal allowing criminals to conduct fraudulent transactions: Done Present a case to the trading standards authority: Pending Present a case to the ASA: Paypal promotes their 'buyer protection' purporting it to be some kind of guarantee of escrow, far from it. 'We received the claim(s) you opened on 14 April 2021. We've reviewed the transaction(s) and are denying your claim(s). This decision was made because we received shipment tracking from the seller confirming that the item was delivered'. The tracking info, so-called 'proof of delivery' was so vague it didn't include a name or address. PayPal gets dozens of complaints about sellers, and they have the power to close the accounts but they will side with the criminals because who are providing an income to their $20Billion fortune. Does PayPal even acknowledge fraudulent sellers?

I started a PayPal claim against a fraudulent website who was trading under the name of 'osunventus.com' when the item I'd purchased hadn't arrived within the lead-time, and my emails to the seller had bounced back.   Sure enough, after a quick Google check on their pseudo domains: '@cukter.com', '@163.com', '@venus.com', and 'osunvent.com', it revealed hundreds of similar cases dating back 3 years or so, more if the gripes in the forums are anything to go by.   OK, so I'd been had. I contacted PayPal, assuming the Buyer Protection would swiftly resolve it...   Almost straight away I got a message from PayPal, and it was accompanied with a FedEx tracking number. 'The seller has responded and resolved this dispute because the item has been delivered' ....'Do you want to escalate this to a claim?'   I checked the tracking number on the genuine FedEx site and it showed a record of a delivery to a 'residence', but not to an actual address or even postcode. Furthermore it was apparently 'signed-for' by 'M Nurse', which was obviously faked because FedEx aren't taking signatures due to their Covid policy.   Of course I want to escalate this!.....how patronising!.......who's side are they on......is there any human intervention at all?   After this stage any communication with PayPal is very much one-way. Other than an option to 'close the case', or 'contact the supplier and resolve the issue' there is no means of exchanging further dialogue. In order to know the 'status' of your claim you need to keep checking your PayPal account. It shows a historical timeline and an 'estimated case resolution' date, which initially for me was April 28th, so I waited and checked again, the date had changed to May 3rd, yesterday it changed to May 8th, and (no surprises) today it changed to May 9th!   Out of curiosity I queried the status of my order with the supplier using a sign-in they originally provided. They were cheeky enough to tell me the 'transaction had failed', but I also spotted they were no longer taking PayPal payments - which proves I'd ruffled some feathers. Good ammunition to throw back at PayPal if they kick off, I can show it was a void transaction, but surely how much investigation does it need? The sophisticated security that PayPal uses to protect itself is more than capable of flagging known deceitful sites, and they act very quickly indeed at someone faking a PayPal site! They have been aware of the suspect domain names for years, if the PP forums are anything to go by, so why are they still authorising payments? Is there something else on their agenda? Do they even bother to inform the National Fraud Intelligence Bureau (NFIB) or even blacklist the offending traders?   Probably not because sellers fees contribute to PayPals $20 BILLION wealth.   Who has preference now?   Has anyone else experienced this humility?   ...
