If you are in the U.S. you can call your post office and give them the tracking number. The post office can provide you documentation showing the tracking number is fake or if the tracking number shows delivered to a different address. I had two that were delivered to a different address in my city. The post office sent me a print out showing the address delivered to and a picture of the package when it was scanned by the delivery person. The pictures showed a small package, I had ordered shoes. If PayPal is siding with Jinzhou Netork time and time again that would tell me that PayPal is making a consideral amount of revenue from them. There is a tremendous amount of consumer fraud being conducted out of China across various platforms including Facebook. If you have a credit card linked to your PayPal account and you have been scammed, go to your credit card company and file a dispute. If you have a bank account linked to PayPal I ould recommend unlinking it immediately. If you are 100% a company is legitimate, do not buy from that company. Do not let an attractive price lure you in becuase that is how these Chinese companies are succeding. If PayPal is not making a fraudulent transaction right for you, then you have to stop using PayPal. That ill be the only way we as consumers can get their attention. When I make a purchase from an online company now and they have other options to pay than payPal I choose one of the other options. I gave my local post office the tracking number and they gave me a print out showing the address the package was delivered to was different than mine. I suspected something was up when the tracking number the package was delivered at my mailbox at 9:57am. My mail is delivered at 2pm everyday. that is when i contacted the post office.
