1)That depends. There are 7 types of funding source here in PayPal. PAD (Payment After Delivery) funded by bank IBT (Instant Bank Transfer) funded by bank Card PayPal Balance Echeck funded by bank-takes 5-7 for clearing PayPal Credit Voucher Depending on the risk. PayPal may block 1 or all of those funding source during checkout if they saw something unusual. If you transfer money from your bank to PayPal. PayPal Balance will be your funding method. I'm not saying that toping up will not help but that is a case to case basis, we can only try. 2.) If the account is new it doesn't mean you cannot make payment anymore. It still has something to do with security. One of the reason that will block your payment if you just recently created an account is your IP address. PayPal has records of fraudulent activities on their system if your IP address went clean then you're fine. Another one is if you have a previous PayPal account which is somehow has got pending case on it or Negative balance. PayPal will double check your history and will block the payment . Until you have a whiteflag on their system that's the only time it can be bypassed.
