From what you've described, it sounds like our internal security system might have detected a higher-than-usual amount of risk associated with those transactions. When that happens, not all payment methods may be available to use. Depending on the country the recipient is located in, they may need to complete our Customer Identification Program in order to hold a balance in their PayPal account. Hi @Astid1, Thanks for your post. Refunds will always be sent back to the original payment method that you used. In the event that the card has been closed, your card issuer determines how the funds will be processed. If you have a new card with the same financial institution, they might transfer the refund to your new card. Hi @Brownbabydol,   Thank you for posting your question. I'm sorry for any frustration this situation may have caused. When adding money to PayPal, it can take 3 business days to receive the funds from a bank account. In general, if the transfer has not yet completed, our system may try to recover a negative balance by charging your bank again. Since this is an automated process, regrettably, it isn't something we have the ability to stop. If both transfers go through, that means you'd have a positive amount in your PayPal balance.
