But to help you out as much as I can I'd advise you keep on checking that Tracking Number and make sure you contact the seller if you can and ask for a update on your order! Hey Mr.Bryant 👋   So this means either another PayPal account has the same Phone number Linked or you will need to use another device to add the phone number as sometimes our browser messes up the requests! If you need a Phone number to verify your PayPal account I'd recommend "TextNow" on the Appstore or google Play and then create an account on the app and get your new phone number and add that one and you will be good to go!   #DontWorry Best Of Luck 🥂 ... Hey Girly  👋   So since this Seller has scammed you sometimes they can "bypass" that with the Tracking number saying "Received" and win the case but you can turn that right around on them! Give PayPal customer Service a call and make sure you have screenshots of all of this and then phone them and ask them to reopen the case as only the PayPal reps can reopen and then ask them to send them the screenshots of everything to add to the case!    To find there number just google search "PayPal Customer Service Phone Number" and phone that number and after you followed what I said you will get your money back ASAP and there account will be limited until they abide by the Seller rules! Sellers can get away with it cause of the Robotic system PayPal has with the Dispute system its better talking to a human instead of just typing. Hey mybigmelon 👋   So to answer that question when you click the "Add Money" button on Mobile or on Desktop it never makes a request till you enter the amount you would like to withdraw from your Bank Account Or Credit/Debit Card and then you get redirected to a second page and it shows you a summary of how much money and where the money will come from, and there is a submit button and if you never clicked that and hit back or closed the app it never makes the request for money to be added to your PayPal.   But if you did submit it and the money is going to be withdrawn from your bank account you would have to cancel the transaction on the website by selecting that transaction on the dashboard and hit Cancel, or you can wait for the money to arrive in your PayPal account then just withdraw it back to your Bank account and you will be good!   #DontWorry Best Of Luck 🥂 ... Hey Fellow Canadian 👋   So don't worry I am not a bot lol but During this time in Canada our Canada Posts offices are taking a bit longer then expected I ordered from eBay and didn't get my item till a month later. So since COVID-19 is really hurting our Economy and disfunctioning our arrive time for parcels because of "Held Global Pandemic" as was written on my tracking number so many times its not PayPal's fault I can 100% tell you that but if you are concerned and it is an expensive item I would contact PayPal Customer Service as they can Expedite the Dispute for a faster Response for Refunds and Communication with the Seller! Hey kyjgohr 👋   So I've been through the same thing and I quickly learned that if your PayPal is Fresh new like a week old and have like 50 - 100 $ come through it will get Limited very quickly and they will ask you for identification to make sure the PayPal isn't a fake for illegal purposes, Its dumb I know but Ive been through what you have been through COUNTLESS TIMES! Don't worry the money WONT go anywhere other then sit in your account under YOUR name! So during this time I'd highly recommend calling PayPal Customer Service as during COVID-19 alot of people aren't on the Web they are usually Phoning, Go to Google and Search "PayPal Customer Service Phone Number" and the first number that is given to you by google is 100% Legit and phone there and Speak with a rep as they would have to manually review your account!    Its a process but a easy fix as long as you have patience you will get your money back in no time😁   #DontWorry Best Of Luck 🥂 ... Hey Pamueller10 👋   So after reading your post I sort of got confused but I think i have it, You are saying that you no longer have the Email and Password to the PayPal that has your Bank and Debit/Credit Card linked to it. if so I unfortunately have to say that you will not be able to close it as PayPal has strict rules they have to follow and its unfortunate because I WENT THROUGH THE SAME THING and I had to make an appointment with the bank to get a new Debit Card and ask them to make me a new Bank account with a new Bank Account Number so I would be able to link them to my new PayPal.   Its Unfortunate but very easy to fix! if you have the E-Mail to the PayPal but not the password I'd recommend to go to the login page of PayPal and click on the "Forgot Password" and type in your email to receive a a email with a link to reset your password and then either unlink the Financial Accounts/Cards and make a new PayPal or Continue using that one up to you!   #DontWorry Best Of Luck 🥂 ... Hey there Girly 👋   So after some quick google research I quickly found that GOLDEN SEA SERVICE LIMITED is a Scam company and have scammed almost every customer that has bought from them. So I would highly recommend going to the resolution center and try to reopen the case on that purchase and if you cant find the option then I would call PayPal Customer Service as they can only reopen the case and ask them if you can send proof. I also want you to type in the company name on google and litterly screenshot the searches that appear as that would help you in the case 100% as PROOF that they are a bunch of scams! and make sure you have the order from the page handy and you will get your money back in no time 😁  To find the Official PayPal Customer Service number please google "PayPal Customer Service" and the first one is always provided and checked by google so phone that one!   ⚠️Make sure google the Company first before you buy from them⚠️   #BeenThereDoneThat Best of Luck and Don't worry you will be fine 🥂 ... Hey Ztholenz 👋   If your account is a new account it usually takes around 2 - 3 days for your account to settle and thats when you will be able to. But if you have had this account for a long time then I'd recommend deleting the bank attached to your PayPal and then reattached it back, and if that doesn't work try adding a Debit/Credit Card to your PayPal profile and transfer it to the card instead of your bank account!   I am not sure why but there has been a lot of issues on the site lately and sometimes it could be that you need to use a different computer or use a different Mobile device and then come back to the PayPal website using ( Android: Chrome) (IOS: Safari or Download Chrome from the Appstore) and if that doesn't work I'd highly recommend phoning PayPal customer service as they would be able to help you WAY more then I can!   Best of Luck 🥂 ...
