If your account is a new account it usually takes around 2 - 3 days for your account to settle and thats when you will be able to. But if you have had this account for a long time then I'd recommend deleting the bank attached to your PayPal and then reattached it back, and if that doesn't work try adding a Debit/Credit Card to your PayPal profile and transfer it to the card instead of your bank account!
I am not sure why but there has been a lot of issues on the site lately and sometimes it could be that you need to use a different computer or use a different Mobile device and then come back to the PayPal website using ( Android: Chrome) (IOS: Safari or Download Chrome from the Appstore) and if that doesn't work I'd highly recommend phoning PayPal customer service as they would be able to help you WAY more then I can!
