So to answer that question when you click the "Add Money" button on Mobile or on Desktop it never makes a request till you enter the amount you would like to withdraw from your Bank Account Or Credit/Debit Card and then you get redirected to a second page and it shows you a summary of how much money and where the money will come from, and there is a submit button and if you never clicked that and hit back or closed the app it never makes the request for money to be added to your PayPal.
But if you did submit it and the money is going to be withdrawn from your bank account you would have to cancel the transaction on the website by selecting that transaction on the dashboard and hit Cancel, or you can wait for the money to arrive in your PayPal account then just withdraw it back to your Bank account and you will be good!
