i just talked to a operator who told me paypal doesn't put a hold on funds

i couldn't access funds to ship an item and now the system is asking for a tracking number to verify shipping before they'll release the funds but the operator i talked to said that it must be fraud because paypal doesn't hold funds somethings hinky here why do they have definitions of holding etc. if they don't do that?

Either the operator is mistaken or you misunderstood the operator. Login to your PayPal account... if the payment is received and it's on hold, the payment status will indicate that it's on hold... this will be shown in your PayPal account activity page or your PayPal account history page.

PayPal will release the hold after 21 days, or... after the buyer leaves positive feedback or 3 days after PayPal can confirm delivery of the item.

The policy is called the eBay Item Hold policy... it was announced in January, 2008 and implemented in April, 2008. Go here...

contact paypal again once the item is already delivered so they can release it for you. you dont have to wait for 3 days delivey confirmation
