I think paypal is preventing fraud and money laundering that's why they need to have your account verified to lift your spending limit.. Because anyone can just buy fraudulent credit card numbers and start laundering on the net. I'm sure paypal isn't that stupid to not have security installed in their system. Maybe this is also the reason they use ACH transfers when it comes to bank transactions so that you can still act on it when their is unauthorized charges. ... View more

as far as i know that all transactions that fall under purchases will be placed on hold for 21 days until buyer recieves the item. im not that sure if pesonal payments are also affected.. i dont recommend using the personal tab for purchases to skip the hold process because its not disputable and the its not covered by the protection policy. i think.... ... just go to the resolution center and click on view open cases, select the dispute that you have created then click on end communication and escalate to a claim. thats the time PayPal will investigate on the transaction. because the dispute level is for the seller and buyer to communicate and as much a s possible to resolve the situation.   ... you should have requested the buyer to file for a dispute item not as described so that paypal will require the buyer to return the item back to you.. then paypal will be the one to reverse the transaction.  ... View more

the keyword is if you see the word  "claim your payment" on ebay it means that the payement was sent to either an old email, in short it was sent to an email not registered to your PayPal account. ... View more
