Tax Exempt Purchaes on Ebay

Hello,
Ebay does not allow for tax exempt purchases, and if I check out through paypal I will automatically be charged sales tax for purchases within Texas(my state).
When paypal collects these taxes are they passed over to the seller? Is there any way to collect a refund without the seller submitting a refund? Or since this was all done through paypal, can I get a refund from paypal?

Lumenesc,
Sales tax settings are created, charged, and maintained by individual sellers. If you are a tax-exempt entity, you would want to reach out to the sellers in question. They could either refund you or send you a special link to pay them directly, although the direct payments would negate your ability to file a claim with eBay.
