HORRIBLE IDEA TO HOLD FUNDS FOR 21 DAYS!!!

Holding funds from sellers until the buyer leaves feedback is the worst idea EVER! Since when does Paypal become an authority on buyer satisfaction?? A smooth transaction is all that I wanted from Paypal. If they are going to hold funds, then they should make it very clear BEFORE you use them! Keeping my money in their account for 21 days is a HUGE disadvantage of using Paypal. Stick to transferring funds,not trying to be a satisfaction authority!

Indeed. I am one of the Paypal old timers myself. Years of absolute, trouble free transactions. An unquestioned history of 100% backing of my "no questions asked" satisfaction guarantee. I promoted Paypal during their growth and now, when I needed it most, after a life altering accident which cost me hundreds of thousands, they've begun withholding MY (not their) money. This led up to me not being able to ship a very heavy item, the shipping of which was included in the purchase price. Interestingly I told the purchaser to go for a refund, just to see how they would deal with it. Somehow they were able to refund his money with no problem and with no wait. No way pal! For me, Paypal AND ebay are historical artifacts.

I just emailed them about the same thing! I am sort of new to Paypal, HOWEVER that still does not give them a right to tell me I can't access my own money. When I signed up this was NOT part of the terms of service. They are trying to keep our money and if they don't give it up soon I will keep hounding them until I get my money out of hold. Then I will close my account. I figured since I was new to selling on Ebay they wanted to hold money for a week or two until my customers were satisfied, well my customers have written to me how much they love the products and now that I see it's happening to other people even those with years of good credit verification I KNOW they are trying to scam us, thinking we are stupid or something. They were a great company and if they want to start misbehaving no one will use Paypal any longer, so they better be careful. I had to yell at them to get my funds transfered to my bank quicker, it does not take over a week to send transfers... now it happens wthin 2 days.

For everyone in this thread and many others out there.
Holds for 21 days are unfortunate, by complaining in the forums you make yourselves sound dumb. Especially with comments like " i didnt agree to this" because the truth is....

I disagree that it makes people sound dumb. The forums are for community discussion and allow for users to express their opinions, whether positive or negative. Additionally, it allows for PayPal to see that multiple users feel the same way about an issue and possibly review or revise their policy.
You know what DOES sound dumb?
* Statements that people who express their opinion or frustration "sound dumb."
* Random insults and comments that add no value whatsoever to a thread (especially if they're carelessly written with bad grammar.)
* "DUH!"

Nice.
But hardly the point, Law-Abiding Citizen. I just came to these forums because I received this lovely e-mail, too. Now obviously they're going to cover themselves in the TOS. And obviously nobody reads the TOS, although you strike me as the kind of tyke who's read the iTunes user agreement. But see, the point isn't that they have covered themselves and can hold accounts. The point is that they don't tell you why they're holding accounts. If I get an e-mail after I've had some Paypal or eBay trouble or whatever, and then several months later Bob has a Paypal balance issue and gets an e-mail, that's one thing. But this is CLEARLY a mass e-mail. I have no problem with their vigilance. I DO have a problem when they are just throwing a deck of playing cards up in the air and punishing the ones that land face up. I haven't done a bloody thing to deserve this and Unabomber aside, judging by the comments here, nor has anyone else.

Like many other people on this forum with excellent feedback and over 12 years of service I was enraged to discover my funds being held. This is the straw that will break the camels back. The extra money that paypal makes off interest from this decision will eclipse the massive loss they will recieve when a good portion of their customer base moves to amazon and craigslist. This is just another ceo looking to exploit its users for more money. This decision is just as stupid as Netflix changing their plans and losing millions of customers. My new years resolution is move all my sales to amazon, craigslist, and my own personal website. Ebay and paypal were good while they lasted, but greed never changes

I agree with you that it is very ridiculous that you have to wait 21 days for you to recieve your own money. What if the Ebay user doesn't leave you feedback? In my opionion all they should be doing is making sure that the product was delivered at the proper address. Then you can recieve your funds, so annoying that I have to wait for my money.
